All U.N. members consider the region to be part of Moldova, which has expressed a desire to reintegrate the region. Similarly to Ukraine, Moldova has a pro-Western government and wants to join the European Union. Problematically for Russia, Moldova and Transnistria are landlocked, sandwiched between Romania and Ukraine. CNBC has asked the Kremlin to comment on concerns that Moscow could look to destabilize Moldova and is awaiting a response.

The ability of vulnerable groups from the region to effectively exercise their rights is impaired by the human rights knowledge, capacity and authority gaps they face. The embryonic civil society environment with weak capacities to influence the policy-making and to reach out to the most vulnerable ones and low human rights awareness of the CSOs, professionals and the population at large are hindering the realization of human rights in the region. The Programme will work on reducing inequalities for women, men and children in the Transnistrian region, by ensuring that vulnerable human rights holders are empowered to exercise their rights and duty bearers respect, protect and fulfil human rights to a larger extent. It also aims to contribute to the implementation of the National Human Rights Action Plan 2018-2022. The Communication Officer will, under the guidance of the Programme Manager, assume full responsibility for the effective implementation of the communication and visibility activities within One UN Joint Action "Cross-river support to Human Rights", including coordination of short-term project communication experts.

Out-of-country polling stations running out of ballotsThe right to vote at some of the out-of-country polling stations has been realized by more than 3,000 persons at a polling station and there is a risk that the ballots will not be enough in number as one polling place was supplied with at most 5,000 ballots, Central Election Commission vice president Vladimir Șarban stated. Over 148,000 people have voted at out-of-country polling stations so far. The voters are urged to go to the polling stations where there are no lines or these are short, IPN reports. About 22,000 voters have cast their ballots by now at the 42 polling stations intended for voters from the Transnistrian region, Bender municipality and some of the localities of Căușeni district. In three localities, voting takes place in tents as no spaces for establishing polling stations could be identified there.

Voters intimidated by persons who have no connection with electoral processA number of persons informed the police that while they stayed in a line to cast their ballots, they were intimidated by civilians or other persons why didn’t have connection with the electoral process, but stayed near polling stations, IPN reports. According to Marin Maxian, deputy head of the General Police Inspectorate, the police are dealing with nine cases of campaigning, five cases of blocking of roads, with the last three happening in Varnița, Anenii Noi, where polling places were established for Transnistrian voters. The police also received 44 reports of illegal transportation of voters and four cases of reasonable suspicion of voter corruption. The police visited the medical institutions, but these turned out to be closed. By 3:30pm, the police recorded 105 reports of electoral violations.

Transnistrians will be able to freely pass to right side of the Nistru to voteThe inhabitants of the Transnistrian region who have Moldovan identification papers will be able to move freely to the polling stations established on the right bank of the Nistru to vote in the presidential runoff on November 15. Autumn vacation on left side of the Nistru extendedThe autumn vacation for the students residing in the Transnistrian region was extended until November 15 due to the worsening of the health crisis caused by the COVID-19 pandemic, IPN reports, quoting the local press. The vocational and higher education institutions will study online during the next two weeks. The public institutions and enterprises of all forms of ownership will ensure conditions for half of the employees to work remotely, if this does not impose the suspension of the production process. The citizens older than 65 who are in the high-risk group are advised to reduce presence in public places to a minimum. Of these, 6,700 are in the Transnistrian region.
